Nodding his agreement with the Navigators numbers, Jamie adds at 15 pounds per day, that will cost the City and County 2025 pounds to get the basic construction started. I was looking at starting this this very week. Funds for the intial work has been released. I have held this up as the Carlisle gold mine which has been closed for so long has only recently reopened. I am working closely with the Mines Minister so that next time he closes the Gold mine jobs will be available at the Port the very day. This way people of Carlisle need not miss work.

Looking at his own parchment on population numbers over the past decade Jamie goes on to say Gone are the days when Carlisle was a bumper town of hundreds seeking work. We have a good population that is true. Just not enough to cover every project every day and maintain food production on the many defenses that are in place.

What about a project and inviting people from all over England and Scotland to come and work on the port. We could match the payment that is paid for the Gold Mine and try to get people in to help build the port?

Guard duty in the corridor outside the Earls study sounds boring. The many trays of fine food and grog passing by lightened Gile's mood. A fresh hot roll every now and then, a warm toddy, almost like a night off, and not out in that ice laiden snow.

Knight Ranger Jamie Douglas exits the study, gives him a polite word, then heads out of the Castle, only to return minutes later leading the Judge of Cumberland. The hanging Judge himself. With a grin Giles comes to attention as the two men pass his station. Seeing the look of concentration on the Judges face, he knows the man to be one who shows great remorse, yet has a temper with any who dare play havoc with his beloved Cumbria, having seen the Judge in full flight on many trips Giles has accompanied Lord Padriac to Council meetings.

As the pass, the words just slip from Giles lips before he can stop them Long Live Cumbria! Blushing furiously, he stares straight ahead, not daring to look towards the two men.

The word of the Navigator ring qaround the room as Jamie and Lord Osbert enter the room. Many stand to greet the famed Judge of Cumbria. As is his way, Mo gives him a friendly salute.

Soon the discussion returns to the topic at hand, the port of Carlisle. Jamie then presents some cold numbers on the money needed. Options start floating about the room on how and where to get the labour to do the work. Money being the easiest part of the equation. With the falling birth rates and the recent plagues, the population will be a long time recovering to its highs of the past years.

Mo is quite stumped on how to draw more people in to help.

Wolf tapped his fingers before raising his voice, giving a courteous nod to the new participants as he does so, "I could never suggest it myself, my word holds no water or weight with the Southern politicians whatsoever, but I think the combined weight in this room - no pun intended - would be able to pressure the King and the eight other Counts into providing a workforce especially for our Northernmost outpost. We would only need what... 5 or 10 volunteers from each County to come and work up here? That shouldn't be too much to ask, could it?"

Cait seemed to have her mind elsewhere as the others talked and the subjects ranged from armies and naval vessels to the port construction. It was Robert’s voice that drew her attention back to the meeting.

Turning to Jock as he speaks she furrows her brow. Why do we need support from the south at this time? We are not at war. If and when that time comes we will contact the king. For now we will prepare here with retinues and group to defend each town. We are watching everyone that comes into the county or even close. Our preparations are moving along well.

My Lord Pendragon we could post a notice in Commons inviting any that wished to come and bid them welcome. I do know that each county is now working on one port at least.

As Bligh stood looking at old Turoq, Ari... stepped over beside him and spoke in whispered tones. Not that any could have heard him over Turoq’s complaining about having to wait to eat.

Turoq: “ A sad day it is when lords and knights enter a castle and are made to stand and wait like common beggars for a bit of mutton and grog.” He was starting in again on a young man, when Ari turned to speak quietly to Bligh

“Good to see you my friend. Apologies for all this. Something is terrible wrong. I needed a cover and felt it better if Turoq led. I could that way come and go with out raising eyebrows. We slept on the coast last night and I got him in a covered shelter. I think it has over taxed him. Whithin hours of leaving for here he started grumbling about his bones. Damn man he must a hundred years old and has more battle scars than I’v seen battles. Can ye not get him out of this hall and some food. I’m thinkin it will quite him down.” “Bligh, I think I may be loosing him who raised me.”

Ari.... wrote out a quick note and handed it to Bligh.

My friend, would you see this gets to Lady Snowlynx. He glanced again at the note then folded it and as he crossed in front of Bligh, he slipped into his hand and turned to see Turoq was looking at him and. Glaring would be a better term. “Also I believe I shall accompany Turoq and Dark to get some grub.” He looked and Bligh and saw him give him a slight nod of the head and turn away. Giving orders to someone regarding there being fed and not to hassle the old man.

No my Lord, it's a good idea! I know for a fact that there was such a campaign in Glasgow to upgrade their port. I heard there were English working there as well. Perhaps a booth with a sign up sheet. The way they sometimes do when hiring a ships crew. Just a table set up on the docks by the ship.

The Viscountess did her best pirate impression.

Argg! Make 'er mark. laddy and see the world. Come on board for adventure... Aaaarrrggg....

Caitilin coughed with that last "Arg" and started to laugh.

Commander Black, the 8th Blood Oaths and the Keswick Barracks are at your disposal. When you are ready I will be available.

The conversation swirled. People came and went. The chat went up and down. Parkin took some notes, added his voice sparingly as was his way.

With the skills shortage taking its grip in the North, with the lower population, the increase in military groupings, and the need to rebuild mines and develop ports, we certainly face an undetermined future.

The use of a sign up table in the commons could help.

Viscountess, I mean you no disrespect. What I refer to is that we may not be in war, but we are far from a real peace. Well I remember the last time the NNGO and their Furious allies invaded. It took some time to get forces up from the south. If we coulod rotate some through here to help man the National Border then that takes a small pressure from the many locals who always seem to be in armies and on the wall.

I agree with your thoughts on the Commons. So to I would like to see an influx of workers to assist in the mines, farms and getting our harbours developed. I do dream high.
